Në mbledhjen e sotme të këshillit të Sigurisë Kombëtare të Kosovës diskutuam për gjendjen e rendit dhe ligjit dhe sigurisë në vend, si dhe reflektimi i retorikës së fundit politike që ka ndodhë, pastaj reflektim i afateve kohore që lidhen me Asociacionin, por edhe informatave tjera që lidhen me rendin dhe ligjin dhe sigurinë në vend.
– Kam kërkuar rritjen e gatishmërisë e institucioneve të rendit dhe ligjit në gjithë vendin, në mënyrë që të sigurojmë rend dhe ligj, qetësi në gjithë vendin në ditët që vijnë. Me këtë nënkupton që gjendja në rend dhe ligj dhe siguria në vend është e qetë dhe stabile. Megjithatë, kemi kërkuar rritjen e gatishmërisë për veprim, në rast të çfarëdo prishje të rendit dhe ligjit në vend.
– Retorika për kufijtë ose për territoret që ndodhë në Kosovë, mendoj se është kundër reagim i një retorike që vjen nga Beogradi, gjoja për të drejtat e Serbisë në Kosovë, më konkretisht për veriun, pra kjo është thjeshtë një kundër reagim. Kjo retorikë nuk e ka qëllimin te prishja e rendit dhe të ligjit dhe të sigurisë në Kosovë, dhe duhet të ndihen të sigurt të gjithë në Kosovë për shkak të kësaj retorike, as serbët e Kosovës, as komunitetet tjera, por as shqiptarët, nuk duhet të ndihen të rrezikuar.
Është retorikë politike, publike, kundër-retorikë e një retorike që vjen.
– Sa i përket Asociacionit të Komunave me shumicë serbe: Kosova është brenda obligimeve të veta, që nënkupton më datë 4 gusht është afati kur dorëzohet transkripti i grupit punues për draftstatutin. Kjo është dinamika kohore. Pra, nesër grupi punues mund ta dorëzojë transkriptin për punën për draft-statutin.
– Ne qëndrojmë brenda obligimeve, nuk kemi dal nga obligimet qofshin në dialog, pra nga obligimet në Brukselit, por as nga Kushtetuta dhe ligjet tona.
Procedura nga marrëveshjet në Bruksel parasheh që kjo të bëhet para palëve, në këtë rast edhe para BE-së, edhe para palës serbe, edhe para palës së Kosovës, në këtë rast shefit të negociatave.
Kështu që, ne kur e marrim transkriptin, ne japim kontributin tonë, por edhe duhet të sigurohemi që është brenda ligjeve dhe Kushtetutës së vendit.
Për këtë, nuk ka askush të drejtë të ndërmarrë veprime të njëanshme. Askush! Pse? Sepse asnjë thyerje, asnjë dalje nga obligimet nuk ka bërë Kosova.
Nëse dikush do të merrte ndonjë veprim të njëanshëm, atëherë ai veprim është jashtë ligjeve të Kosovës, edhe jashtë marrëveshjeve ndërkombëtare dhe ai veprim do ta merrte përgjigjen e organeve të rendit dhe të ligjit. Një veprim i tillë do ta marrë përgjigjen e organeve të rendit dhe ligjit. Pse? E përsëris edhe njëherë. Kosova është brenda marrëveshjes ndërkombëtare, pra ka respektuar obligimin e marrëveshjes ndërkombëtare dhe Brukselin, respekton ligjet e veta dhe Kushtetutën e vet.
Nëse dikush del jashtë edhe marrëveshjeve ndërkombëtare në këtë rast, edhe ligjeve të Kosovës, atëherë ligji do të vepron me seriozitetin e vet, e këtu nuk ka dilemë. Nëse dikush ka dilema këtu, gabohet, pra do ta marrë përgjigjen e vet.
– E fundit, persona të caktuar të dyshimtë, që është konstatuar se qarkullojnë në Veri, që mund të jenë nga Republika Serbska ose nga zonat tjera. Ne çdoherë kemi mirëpritur ardhjen e të gjithë qytetarëve të lirë të botës te ne, edhe janë të mirëpritur në çdo pjesë të Kosovës. Janë procedurat e udhëtimit, e dimë si shkojnë, por nuk kemi shprehur ndonjë paragjykim. Kushdo që hyn brenda territorit të Kosovës, me qëllim qoftë të shkaktimit të ndonjë incidenti, prishjes së rendit dhe të ligjit, normal që do ta marrë reagimin e institucioneve të rendit dhe të ligjit. Këtu s’do të ketë dilema.

At today’s meeting of the Kosovo National Security Council, we discussed the state of law and order in the country, as well as the reflection of recent political rhetoric, reflection of the timeframes related to the Association, as well as other information that are related to law and order and security in the country.
– I wanted to increase the readiness of law and order institutions all over the country, in order to ensure law and order, peace all over the country in the days to come. – The rhetoric for borders or territories that happens in Kosovo, I think, is counter reaction of a rhetoric coming from Belgrade, allegedly for Serbia’s rights in Kosovo, more specifically for the north, so this is simply a counter-reaction. This rhetoric does not have the purpose of breaking order and law and security in Kosovo, and all citizens should feel secure throughout Kosovo because of this rhetoric, neither Kosovo Serbs nor other communities, nor Albanians, should feel threatened.
It is political, public rhetoric, counter-rhetoric of a coming rhetoric.
– Regarding the Association of Serb Majority Municipalities, Kosovo is within its obligations, which means on August 4th is the deadline for submitting the working group transcript for the draft statute. This is the time dynamics. So tomorrow the working group can submit the transcript for the work on the draft statute.
– We remain within the obligations, we have not come out of obligations in the dialogue, ie from obligations in Brussels, but nor from our Constitution and our laws. The procedure from the agreements in Brussels foresees that this be done before the parties in this case both before the EU, before the Serbian side, and before the party of Kosovo, in this case the chief negotiator. So when we receive the transcript we make our contribution, but we also need to make sure it is within the laws and the Constitution of the country. For this, no one has the right to take unilateral action. No one! Why? Because no violation, no change from the obligations has been made by Kosovo.
If someone were to take any unilateral action, then that action is outside Kosovo’s laws, also outside international agreements, and that action would take the response of law enforcement. Such action will take the response of law enforcement bodies. Why? I repeat again. Kosovo is within the international agreement, so it has respected the obligation of the international agreement and Brussels, respects its laws and constitution.
If someone goes beyond the international agreements in this case also the laws of Kosovo, then the law will act with its seriousness, and there is no dilemma here, and if anyone has a dilemma here, it will be answered.
– Lastly, to certain suspected individuals who have been seen to be circulating in the north, which may be from Republika Srpska or from other areas. We have always welcomed the arrival of all citizens of the free world to us, and are welcome in every part of Kosovo. Travel procedures we know how they go, but we have not expressed any prejudice. Whoever enters within the territory of Kosovo with the intent of causing an incident, a disruption of law and order, it is normal to receive the reaction of law and order institutions, there will be no dilemma here.
